TEESTA VIEW POINT AT UPPER CHIBBO BUSTY OF RINGPING FOREST VILLAGE CONSTRUCTED KALIMPONG -I DEVELOPMENT BLOCK UNDER MAHATMA GHANDI NATIONAL RURAL EMPLOYMENT GUARANTEE (100 DAYS) ACT SCHEME : A NEW TOURISTS' DESTINATION POINT OF KALIMPONG DISTRICT.

            When the Mahatma Gandhi National Rural               

        When  Mahatma Gandhi National Employment Guarantee Act was implemented   in the hill of Darjeeling Gorkha Hill Council jurisdiction area  in the year of 2005 being 2 years delayed from national lunched of MGNREGS  pilot project due to slow execution of the programme for want of proper political set up as there were no  existence of panchayati raj system  in the hill of Darjeeling district's 3 hill sub-divisions viz, Kalimpong, Kurseong and Darjeeling of DGHC. It took 2 years late for IEC programme of MGNREGS in the hill beacause of the adamant political powers controlled by Subash Ghising, then Chairman, DGHC. Notwithstanding the pressure  from the central government and then CPM ruled West Bengal state government  , the MGNREGS was started in the manner of  rabbits and tortoise race. Sindipong Gram Panchayat under Kalimpong-I Dev. Block in the hill of  DGHC was the first runner of carrying the baton of MGNRES after properly sanitizing the IEC programme in it's  gram sansad levels sabhas and issuing 467 job cards to the job seekers of the rural population in the Gram Sabha meeting under Sri. PTSherpa,then BDO. I took special initiative to start the construction of village jeepable road from Hari Lall Jhora to Lower Chalamthung and Khawasgaon busty, the rice bowel of Kalimpong and main organic  vegetable growing busty of Kalimpong where 99% of the rural population of these locality depends on agriculture and allied agriculture activities ie, horticuture, cattle farming, poultry farming , pig farming and hora fisheries . With the help and protection  of social workers viz. Kush Lepcha, Branch Manager, Natioanl Insurance Comany Ltd, Late Laxmi Basnet,  Sri Dilip Bhujel, aprimary school teachr, Dhan Bahadur Chhetri, teacher, Goma Devi Sharma and other member of, Sirbandi SHG, Kumar Kalikotay, expert in large scale vegetable grower, Taraman Subba and Manu Lepcha, the skilled supervisors of road construction . Lat Hangu Subba, vice-chairman, DGoenof the ribHC, was himself present to inaugurate the pilot MGNRES scheme in 3rd Dec 2005 where 279 job seekers enlisted to work for construction of the village jeebable road with engagement of 6 Nos. of supervisors with a facilities of proper worksite amenities like. children crèche , provision of boiled drinking water and first aid  facitiles. The rural workers put their hard labors  as festive and fanfare manner. Even the rayats of this khasmahal village donated their land free of cost. Later after spending more than a coror of fund under MGNREGS bistaudget 1.75 kilometers of long road having moret han 15 to 20 feet width with proper material soling, culvert, retaining and breast wall provisions was completed at the time of my retirement of service from Sindipong Gram Panchayat and dedicated this road in the name of Sahid Prem Tshering Lepcha, EFR jawan who was killed with his 17 other jawans by moist terriost  in Purulia, South Bengal. Now this road was black topped in the year of 2021 through GTA fund and becomes one of the best all weather road and as described by Sri Ruden Sada Lepcha, then the probable MLA candidate of the state assembly in one of the village gathering on the inauguration programme of execucating the back top of this Hari Lall Jhora to Lower Chalamthug and Lower Khawasgaon village road stating the ribs of human body fixing with the vertebrate  bone of the Lower Sindipong Gram Panchayat hamlets.   This is the success of true participation of the rural mass.

Another praiseworthy works for the promotion of eco-toursim in the hill of Kalimpong District, the Kalimpong-I Develoment Block with the execution of Kalimpong Gram Panchayat under the ladership of Shyam Kumar Sundas, the EA, the gram panchayat executed one Teesta View Point on the outskirt of Kalimpong Military Station at Ringkingpong forest village area which added one beautiful feather in the cap of tourists' view points of Kalimpong. Unfortunately, majority of the hospilality business stakeholders as well as the tourist cab drivers were unaware of the location. I took one of my homestay guests, Mr. Tiket, the liquor baron of Rajisthan spent whole day in the lap of nature  of Teesta View Point promising me to return back again at Kalimpong t enjoy this secenic beauty. But what I obsereved and experienced in my service life that the department constructs  such beautiful assets but in due course of time due to lack of proper look after and maintence of the assets becomes diliapited condition. So I want to draw the attention of the district administration and central and state level monitoring team o MGNRES to find out such schems executed a decade ago and the health of such schemes.
